Winterthur Meets Digitally: One Process Instead of Two Systems

City council business was managed using an outdated application from 2004 and a supplementary records management system. Meeting preparations were sometimes carried out in separate filing systems or on hard drives; there was no cross-system control or integrated meeting management.
The city of Winterthur replaced its previous meeting software with Fabasoft Boards, thereby integrating business management and meeting management into a unified environment. Each administrative unit submits selected proposals to the city council process, where Fabasoft Boards manages the workflows with clearly defined responsibilities, from meeting preparation to the creation of minutes.
With a population of around 120,000, Winterthur is the sixthlargest city in Switzerland and the second-largest in the Canton of Zurich. It is renowned for its high standard of living and rich cultural life. Fittingly, it is known as the ‘City of Museums’. Behind this quality of life lies an administration comprising 5,800 staff, organised into seven departments and the city chancellery. The latter acts as the secretariat for the city council and manages its business.
